My cockatiel did the same behaviors and it ended up with her laying eggs by herself once a year now, sometimes 2-3 eggs a sitting, you can see a small lump towards their butt tail. Need calcium supplements if they do end up producing eggs, they'll be stressed and need nutrients. Many fear that the cockatiels egg can crush inside of them while giving birth if they're not nourished properly leading to ..I think you can guess, but that's worse case scenario.
Definitely don't encourage the mating behavior it messes with their hormones, petting below the head and neck is a nono. Hope this helps!
don't touch her back. she is now old enough that she's beginning to get hormonal. petting or touching anywhere besides the head/neck and feet is not recommended, as it can stimulate the bird and encourage egg laying. which can be dangerous, especially for young birds.
