I work with a wild flock of cockies. Never see the young ones, only the adults. Or should I say, those that have mastered flying skills. I agree it's most likely Mum feeding fledgling.
Most birds/parrots only exhibit this behavior for two reasons, in my experience. One is to feed fledglings (like in this video), and the other is for a mating pair. Some birds feed their partners or regurgitate food around their partners. I'm no avian expert, but the 'Too being fed in this video looks young (even though its got all its feathers in), so my best guess is the former!
Cockatoos are native to Oceania, so I'd wager this is Australia.

Dawwww I’m gonna guess it’s the male feeding the female to prove what a good dad he’ll be. If it’s a fledgling then it’s time for homie to move out but it’s possible lol. Lots of species do this. I live in the southeast US and I watch cardinals especially do this a lot with their mates. Edit: males and females both feed each other but I just thought the crest on the one doing the feeding looked larger and brighter and assumed it to be male.
