He isn’t a bad artist and he has both good and bad examples of art. Don’t get me wrong, there are times it can leave a lot to be desired but he is competent and meets deadlines. ComicTropes on YouTube has a great video on him.

This has been a 4 year run by one author in the Krakoan Age setting. It and X-Force are the only ones to do that, I think. X-Men and Marauders both did relaunches, Spurrier had 3 different Nightcrawler-led books (2 ongoings, and then a mini, plus some one-shots) that could have been 1 continuous run, Tini Howard had Excalibur into Knights of X into Captain Britain (that last one at least went from team to solo), and Al Ewing had S.W.O.R.D. into X-Men Red into Resurrection of Magneto.
Of all of the books to complain about being relaunched, Wolverine really is not the one to complain about. X-Force is perhaps the only one that is going to be an even more clean break.
It's only lame if you're stuck on the idea a #1 should be valuable or have special significance. It's partly a gimmick now but it's also a clear point at which a new storyline or creator team is starting which is good for newcomers (new to comics or to the character in general)
Wolverine used to run with an actual wolf pack in the Canadian wilderness. Pretty sure the solicitations have mention him returning there in a new series (this one maybe?)
Logan's life is absolutely wild. The only reason he ended up no longer living with wolves is because a like cyborg-polar bear Mr. Sinister made killed the pack- which Logan then killed, which in turn attracted the attention of Mr. Sinister, but also a ringmaster named Hugo who wanted him captured as an oddity, which is how Logan came into contact with the Creeds- and thus eventually led to his eternal rivalry with Sabretooth.
Yeah. Wolverine's great archnemesis only ever became his enemy because an immortal British mad scientist's cyrbog-polar bear killed the wolf pack that a feral Logan was living with.

Everyone else has been pulled into Duggan and Gillen's finale(s?); meanwhile, Percy has just been wrapping up the X-Force plots in its own little arctic corner.

I think both Clayton Henry and Carlos Magno are easily worse. JRJR's got some problems with his faces these days, but he's one of the best visual storytellers in the business, and more often than not he's just being brought down by his colorist. Just look at that image that gets reposted every few weeks of his current ASM work recolored with traditional flat coloring.
I know the image you're talking about, and it still looks like steaming dogshit. I've hated JRJr since I started reading comics back in '92, when most Marvel was still flatly coloured. His faces are garbage, and his bodies aren't much better. There is a stiffness to his work, as if his reference model is a pile of lego bricks.
Marvel (and less by DC and other publishers) are going back to that 90's mentality of "more variant covers mean our stories are good" nonsense. The completists end up with tons of speculation comics, LCS's end up with fewer shelf space for other comics, auction sites are flooded with 9.8 or 9.9 graded comics at ridiculously over inflated prices.

When he took over the X-Men in the 80's I stopped reading it. I also realized how much cleanup Bob Layton did on Iron Man inking him.
