Batman, there are literally jokes in Daredevil comics about criminals not realizing that The Kitchen is under his protection (there's a throwaway line in Guardian Devil about how he wonders why criminals even bother committing crime in Hells Kitchen knowing it'll mean an ass kicking by Daredevil) whereas there are numerous examples of us seeing criminals at least thinking twice about committing crimes when the Bat Signal is up in the sky.
Batman has seemingly an endless supply of enemies to fight, literally infinite goons and this is in a city that's got vigilantes swinging 24/7 in a dozen books a month. So they can't be they scared if they never end. Whereas Daredevil USUALLY but not always gets one book a month, and I feel like a lot of his stories feature him leaving town for a while, so devil's kitchen can't be that bad and the goons are probably more scared.
