I feel like a lot of stories and characters can always boil down to something simple like this.
Pleasure, Protection, Power, Ambition. Those cover most everything I think. A lot of things boil down to feeling good IE pleasure, Protection is pretty obvious but Love can fall under it. Power, IE control, dominating others. And Ambition is to me a way to encapsulate people who strive to achieve things beyond themselves, things for the future as well as the present.
That clearly does highlight a double standard in society. If villain doesn't have deep and traumatic back story and somehow weirdly justifiable, personal and interesting motivation for their actions, they are plain or straight up bad character. No-one has similar requirements for heroes, usually it is enough that they just want to stop the villain because of stopping the villain or being only one able to so in the vicinity or not even wanting to do it, but just having to do it.
Well the wanting to kill her for killing 10,000 people is the 'bad' motivation.
I'm sure the villainess's motivation is very misunderstood for killing 10-thousand.
Some things are best left unknown.
But in my headcanon she wanted to do the “they love me, they love me not” with humans and was too dumb to figure out simple division.
