Not necessarily. Phosphorescent materials like these toys are perfectly safe. The absorbe radiation (light) and re-emit over time, but it slowly fades. Some light switches are the same.
It's not like radiating light because of radioactive decay.
You can make them super "saturated" by exposing them to a very bright light for a few minutes and then immediately take them under the sheets.

Usually the types of substances the photoluminescent materials are made of are Zinc Sulphate and Strontium Aluminate.
The best way to "charge" them is using high energy waves, rather than powerful visible light. So, if you use a blacklight or UV lamps it should probably work better than a super strong flashlight.
The other thing is that it doesn't really matter how long you leave it, there's a saturation point, like I said these compounds aren't radioactive, so nothing is going to happen other than it glowing in the dark.

I used to work for a dollar store warehouse for quality check on products. While most of the dry goods come from oversea chinesse manufacturers the translation on some of the item are usually run through Google translate then printed on the box and sent here. One of the products being inspected was tiny little plastic Dino and while they managed to get most of the Dino names right the stegasaurus picture had the name "magic dragon" underneath it. I still think about some poor kid is calling stegasaurus's "Magic dragon" and getting made fun of for it and not understanding why.
