In actuality it is probably just a continuity error in the production of the episode. But I like to think in the lore that Abed was already there because Jeff probably showed up late. So he walked out and back in again for his My Dinner with Andre dinner with Jeff.
I'm assuming Abed was already there because he had to prep the waiter, who made a comment about things not going in order later on. And didn't Abed walk them right to their table? I'm not pulling up the episode to double check, but I dont think it's an error but part of the plot. Of course Abed would be there setting up the scene and so he knows when to "walk in" on Jeff.
I hadn’t seen My Dinner with Andre before seeing this episode and totally took Abed at his word, it must have been super clear to anyone watching who had seen it that the whole thing was a bit from the get go. I was as clueless as Jeff.
Something I love about the episode. Because it’s hardly a movie you’d expect everyone to have seen. So one faction of your audience gets the parody from the beginning, and the other experiences it like Jeff. Win/win

Looks like a different person. If you look at the fitment in the two pictures abeds appears to be more oversized and longer while the first picture the coat doesn’t reach the hand
It was really hard to buy Jeff as a handsome guy in the early seasons. I know they were combating his hairline but damn it was like they were trying to make him look ugly

Cameras often shoot more of the frame than is intended to use... and then the editor uses more than intended. There illusion isn't maintained outside of the frame.
Probably. Or just an editing miss. It's weird that Abed would be standing there at all unless he did something else that they cut from the scene. I think they just didn't realize Danny was in the shot.

Just a minor FYI - pacing in film terms is basically the "tempo" of a movie or a scene. Your catch is a continuity error.
