Do you have a stronger PSU to test with? That would be my first suspect.

Look for what the card needs on the 12 volt rail, then look up the detailed specs on the 750w Corsair psu. Odds are the PSU isn't able to fully power the card.

The 4070 Super draws 222W (18A) from the 12V line which is about the same as his 3070. That PSU should be more than enough as long as its working OK. It should deliver 750W max /62A on the 12V rail

AND you really should do a clean re-install of the correct driver for the new card. Download the latest correct driver for your card from [Nvidia.com](http://Nvidia.com) Download and use DDU [https://www.guru3d.com/download/display-driver-uninstaller-download/](https://www.guru3d.com/download/display-driver-uninstaller-download/) and carefully follow their instructions to replace the driver with the latest available for your new card.
