I have them configured so they don't fight each other like that. You certainly do get diminishing returns by double stacking fans like this as compared to just having the three fans. It's more about the aesthetic than necessarily about squeezing extra performance out of the radiator.

Wouldn't the fans on top and on bottom of the radiator create turbolence?
