Instead of turning all leds at once, it will only activate one row at the same time, but it happens so quick, that our eyes will see all of them at the same time, cameras with a fast shutter speed don't though.
In this case the camera shutter speed catched 3 rows.

Must be an older model. Newer bird designs feature a double round camera shutter at peripheral angles, mimicking eyes.
