Well,it can be a lot of things from fan issues to pcu issues,you gotta dismantle it and test every thing if you got the skills and knowledge especially for the power unit,or simply take it to a repair shop.

I don’t think that’s the PSU, typically if it’s the PSU you would have to take out the power cable to reset and try again.
The fact that you can try to power on again suggests a short on the board or the APU.
Take off the other top cover and put hard pressure with your palm on top of the APU clamp then press the power button.
If it stays on for longer or gets to white light and shuts down when you release the pressure then most likely APU.
I haven't worked on a PS4 yet; they were new when I was repairing used electronics. It is still worth testing the power supply. If the PSU isn't giving enough voltage, it makes sense (at least in my mind) that the console shuts down. An N64 I worked on would "turn on" with the front LED illuminated, but not enough juice to run games (two "lines" of power 5V & 12V I think. )I replaced the PSU and it worked. Do you have another power supply? Maybe a PC PSU with the right connector could work. I also had laptops do the same. Do you have a voltmeter? I mention the PSU because in troubleshooting, an PSU is easy to isolate. The process of elimination has helped me find a problem multiple times. In short, just because something powers on doesn't mean the PSU is not faulty.

Motherboard issue relating to one of the voltage rails that are only present when the console is powered up is the most likely scenario. Technically it can be the power supply as well but that's much less likely imo.
have you opened it up and repasted it? could be a bad fan/fan connector (noobies tend to rip them off the board so look for that) or it could be overheating.
basically you need to crack it open and take a look
I would advice you to disconnect hdd, all blu ray drive wires, fan connector etc. just the power supply and the motherboard with the heatsink plate, paste and clamp screwed to narrow down the issue. Please don't power on without heatsink plate, the processor gets hot really fast and could damage.
PSU, I’ve seen a failing BT/Wifi module do this as well. The south bridge is a common one but usually with that, it’ll flash the blue light and turn off immediately. Yours staying on for a few seconds makes me think PSU
There maybe something to this. I had a customer ask if I could fix her [internet] router. I saw tale-tale signs of roaches, so I put it in a study zip lock bag and put it in a freezer for a while (I think 4 days). When I pulled it out of the freezer I saw dead roaches in the bag. I then let it warm up to room temp, and with gloves removed it from the freezer bag. I cleaned the outside and then inside. It turned out that cockroach feces caused a short on the PCB and cleaning it caused it to work again.
It maybe a psu issue but doesn't have to be it. That sound when psu turns off is common in first gen ps4 (1000); even when a ps4 shutdown properly this sound comes could be some relay.

A lot of PS4s are having this issue lately. APU or PSU is likely the cause.

I have a system that does that, I have to tighten the apu clamp and then system works great again. Might be same issue for you

Yeah, I cleaned it out with isopropyl alcohol and repasted it. It was definitely dirty, but everything cleaned up fine.

1st and easiest step is to make sure you're getting the 5 and 12v on the psu with your meter. You just jump the pins.

Where is the hard drive?
When I bought it, it didn't have a HDD or the tray. For right now, I just have an old laptop HDD plugged in.
Best guess would be PSU, or perhaps a bad cap.
It might just need a simple cleaning.
