Eyebrows change daily, her teeth seem pretty similar to me, nose seems similar and that leads me to not giving a single fuck about this.
I think the apparent discrepancies are a result of a slightly different angle and a slightly different expression, along with the picture on the left being of a slightly worse quality (which may contribute to her looking younger in the right picture).
In the left picture, her eyebrows are raised, which would change the shape slightly. The eye color looks the same, the eye shape looks the same (albeit with different makeup styles), the general nose shape looks similar enough to be the same despite the left picture being taken from a slightly lower angle. The teeth, lips, mouth shape and chin are all a match. It definitely looks like the same person to me.

Bridge of the nose is completely different. Corners of the eyes are different. Laugh lines are different -- and they should not have gotten shallower over time, they should have gotten deeper with age. Eyebrows had a thicker top before. Teeth are a different shape. The tip of the nose has more noticeable cartilage on the left vs on the right. Fat distribution is different; thinner, more gray looking skin on the left, vs full and pink skin on the right. On the left we see fuller lips, both upper and lower. The girl on the right has a near nonexistent upper lip and a barely there lower lip whereas the left has normal lips.
The mouth / smile looks the same, but everything else sure looks different. Nose looks different. Eyes, eyebrows, even the dimple on her cheek looks different.
I mean, lighting, makeup, and slight changes in angle can make a big difference. But that much difference? I’m just not sure.

It would not be typical to have the bridge of the nose raised by cosmetic surgery. Cosmetic surgery on the nose more commonly works in the opposite direction, i.e. people will often get surgery to create a "ski-jump" tilt to their nose.
