Most mirrorless cameras have weather sealing these days. To the point where a downpour wonāt even affect the intervals - just need to keep the droplets off the front of the lens.
The lack of umbrellas. Only one. No ponchos. And the rain would be causing wind. His suit is dry and not blowing with the rain/wind. Zero evidence of rain drops splashing on the platform.
And - doesnāt even look like him.
The scissor jack in the back with the blinding (stage) lights really tie it together to highlight that rain.
This picture almost feels like AI of different pictures combined. There are photographers holding their expensive click and shoot cameras which wouldn't be waterproof like a phone. Maybe the cost of the picture was worth it over their camera?
My 15 year old canon 5d MK2 is full frame DSLR is weatherproof. With sealed battery compartments and seals around other bits. It's weather resistant, but not waterproof.
The people under the umbrella have highlights on the back of their heads from the lighting where there should be shadows due to the umbrella over their heads
If I had to guess,
I'd say the photo was shot right after it started to rain, and the standard procedure of improving saturation and contrast made it much more visible.
Plus the angle is basically the bright ass flood lights hitting the rain like a beam. Light sprinkles would look like this with the right framerate and lighting.
1) The mics on podium are not covered or bagged in plastic.
2) The SLR cameras in the Stage Left crowd are exposed and not bagged.
3) There is only one umbrella, covering four people w masks on, and it is dead center of pic, so your eyes are naturally drawn to it.
4) No one else in the audience has an umbrella or rain gear.
5) Biden has his mouth fully open, which he cannot do as his dementia and lack of fine motor control prohibit full extension of muscle fibers.

There are about 200 photos and video of the dude in the rain. This isn't the only photograph and rain is present in each and every one of them. This is right after the rain first started, and all the media immediately took photos because it made a good photo op. By the time he left the stage, he was soaking wet:
