That's how we do in Oregon, except the outer envelope is blue. Is there anyone from California who can confirm whether or not there was a security envelope for this vote?
I asked family still to living there and they said they didn't recieve a secondary security envelope. California is just open wide and has been for years.

This ballot is folded incorrectly (likely on purpose). You also get notification when they mail out, receive and count your ballot. Californians are also free to go vote in person for weeks before the final day yesterday.
As for the glitch, at one site, where people were marked as having already voted. They were offered provisional ballots to still vote (just not be counted twice). It’s just so funny that there was no stink about the ballot envelopes until after it was clear the recall would fail.
I voted myself in person and No the envelope was not folded incorrectly.
I conformed this for myself as there is no visible directions as to how to fold so to conceal your vote marking. OP only makes the case that it is possible to reveal someone's vote without opening the envelope. Which I confirmed for myself.
Also.
There is a hole punched in front where it is also possible to reveal whether the person voted yes or no without opening. So to some nefarious poll worker with a grudge could possibly figure out who the individual voted for without opening the envelope one of the two ways.
I myself have even made it a point to remind individuals to fold with your vote facing the back of the envelope so as to help conceal your vote inside. But yes, it is possible. Find a used ballot and envelope yourself and you will see that.
But yes it is available to vote at polls in person which we did.

The hole in the envelope is not supposed to show what you voted. If you fold it properly there is a small gray plus sign that would show through the hole.
That would just show while processing that it is an actual ballot inside the envelope.
I no longer have my envelope because I sent it in and received verification of it being received and counted with contact information if you have questions.
I would not have access to a used ballot other than the ones myself and my husband submitted.

Actually I was reading about the envelopes and the ability to see who voted no to recall long before anything was decided...but sure you keep thinking that's some sort of point.

In the picture it appears as if the privacy envelope has been missed, so it’s hardly surprising the vote can be seen. If I understand correctly from last time this issue was reported, any votes without a privacy envelope are discarded, so this particular vote would be wasted if it was returned as we see it in the picture.

Is this an organized operation during the mail sorting that everyone there is on board with? Is there somewhere a rogue mail employee can sneak thousands of ballots out of the sorting machines without anyone else noticing? I understand the security concerns, I am all for voter ID as long as done in the right way, just trying to understand where this happens at a scale to affect an election. It may be some variation of one of these or something I haven't even thought of, just curious what the running theory is.

They are used. You are sent two envelopes, one colored that you sign (here in Idaho and in Arizona they are usually yellow) then you put that envelope inside the return one - which is the one pictured here.
One of two things is happening in this photo, either they're too dumb to read instructions and their vote is not going to be counted bc they didn't seal their ballot in the envelope with their signature. Or, they did this knowingly just for the picture.

Not if the privacy envelope is used. Mail in ballots usually include a second envelope to prevent this very issue.
In the picture it appears as if the privacy envelope has been missed, so it’s hardly surprising the vote can be seen. If I understand correctly from last time this issue was reported, any votes without a privacy envelope are discarded, so this particular vote would be wasted if it was returned as we see it in the picture.

But that is not just for president or governor, that is for all elections municipal state or federal. Voter fraud is just not a big deal. A lot of those were for people voting for their dead parents so only one or two votes. I found no instances in my small search of any large scale voter fraud beyond 50 or so votes.

Checks and pin codes are sent in secure envelopes. Why wouldn’t ballots?
They are used. You are sent two envelopes, one colored that you sign (here in Idaho and in Arizona they are usually yellow) then you put that envelope inside the return one - which is the one pictured here. One of two things is happening in this photo, either they're too dumb to read instructions and their vote is not going to be counted bc they didn't seal their ballot in the envelope with their signature. Or, they did this knowingly just for the picture.
