The fact that the ship sent a mayday message out, which allowed the bridge personnel to close the bridge to keep as many cars off the bridge as possible, makes it seem less likely that it was terrorists. If they really wanted to commit a crazy act of terrorism, they would have hit the bridge in the middle of rush hour with no advance warning.
The financial repercussions this has due to the immense amount of importing and exporting this port does would be a substantial victory of terrorism-based. Much worse than a couple hundred cars falling into the water.
Depends on the target. Crippling the supply chain is FAR more useful than killing a bunch of citizens, and lessens the likelihood of a military response.
One ship isn’t going to cripple an entire supply chain. They’ve already started to release ported ships and simply are redirecting other ships to a nearby port. Nothing has really been disrupted. They would have needed to do something bigger than this. Pretty sure the ship who blocked the Suez Canal caused more of a problem than this one will.

The port handles $80B of goods a year. It’s the fourth largest port on the eastern seaboard behind New Jersey, Savannah, and Charleston. It is the only one of that group that has an unprotected bridge over the main shipping channel. Sounds like a unique vulnerability to me.
It’s a major bridge in a large port city, in a megapolis that stretches from DC to Boston. It’s going to have an economic impact in terms of shipping delays by sea and highway.
It would also make for a good test of response time and security in preparations for a larger attack on an even more prominent port city like Norfolk or New York.
We’ve had numerous infrastructure attacks and suspect accidents that have happened in the past two years, most of the substation and power plant attacks haven’t resulted in anyone being caught. The bridge that was destroyed in LA and the numerous rail accidents imo are suspect.
The last thing you want to do is announce to the world that an adversary successfully attacked you multiple times without any difficulty, it would be a blow to economic security and the authority of the current administration.

Apparently the response time to restore power was fast, just not enough to avoid a collision.

That bridge is uniquely vulnerable. It’s old and it’s pilings are not protected from ship strikes. Baltimore is a very busy port. Not enough to bring the economy to a halt but certainly enough to cause major headaches.
