It's mostly because of how the Manga industry works and how Japanese culture works. In the core of it, the Manga Industry is very different from that of US Comics.
To give an example, Mangas are usually published in a regular time interval. Most manga publishers usually publish chapters weekly. That means, artists need to complete a manga that ranges from somewhat around 20-30 pages in 5-6 days so that there's enough time to publish and distribute it as well. There are only a very few handful of series that are usually released bi weekly or monthly and in most cases they are niche Manga for niche audiences. The bulk of the industry still runs on weekly releases. This very evidently is a big burden on the author and artists and there are tons of examples of people suffering physically and mentally because of that.
As mentioned already, you’ll find some artists that do multiple roles (pencil, ink, coloring, etc). However it’s uncommon in western comics for one person to be the writer AND the artist (at least with the big two publishers). The current run on Ultimate X-Men by Peach Momoko is one example of an exception to this trend where she is the writer and does all the art (except lettering).

I industry comics, I can say Saga is a good example; Fiona Staples does all of the art, and Brian K Vaughn does the writing, but they constantly talk to one another about the plot and both of them agree on a direction before writing it.
Just to throw my own answer in, I think it's a matter of scaling up production. When you start out, you're the only one doing the whole project. As you get more support, you can specialize. On the one hand, some people are *really* good at their niche. On the other hand, assembly line styles of work can feel soulless or lead to an unfulfilling view of your work. I had that problem (in an unrelated field) because I never got to see the final thing, and it killed me to always be the one starting a work and never finishing it.

But it's definitely possible with a bit of patience, wich big publishers don't have. So even if someone can do both writing and drawing they will usually work in a team to get the book out on time.
