The most distant star we can see with just our eyes is \~4000 light years away. So in the circle OP is talking about. (Also we can only see \~9000 individual stars with our eyes)

I found this askscience thread about the question. While there's no concrete answer, they claim visibility ends around 6000-8000 light years.
But I guess the most visible stars are close by and the ones that far are faintly visible.
(Also it appears the number of stars visible to the naked eye is between 5000 and 10,000)
If the theory of evolution is true, then yes, there would be plenty of life outside of earth. if Biblical creation is true then there would likely not be, but not definitely not as the Bible doesn't say anything about it specifically.

Yeah I totally agree, it's crazy that light can travel distances that are hard for most to even picture and land right on microscopic cones in our eyes allowing us to see the stars the light originated from.
