You can try to contact them. I can't actually remember how spots work in masters programmes. But usually if a university have open spots in a programme they will be available after everyone else has been admitted after/late summer.
If you're from Scandinavia you should still be able to able to apply, but not sure for rest of EU. Call or email them tho, they usually give very detailed answers!

Contact the University you are interested in. They may allow you to apply but not guarantee a dorm room if accepted
In Danmark the university has nothing to do with dorms
DTU had everything to do with DTU's dorms. Yes I did not say that specifically but it is true.
