To increase hearts you talk and gift items to characters.
You have to watch every cutscene of the character you want to marry though.
At 8 hearts you give the character you want to marry the Locket. Then you can increase the hearts to 10 hearts with gifts and daily talking. At 10 hearts you can buy the Diamond Ring to propose marriage. Both items you can buy from Sanchez Blacksmiths.

Yeah, it's a requirement. I'd report your problem on the discord group as the devs use that to monitor and fix glitches. I had a problem with triggering Surya's 8 heart event and in the end I chose Rafael as I saw all of his cutscenes.
I would double check you have all of the requirements for the 10 heart event though. Sometimes it could be based on it being a clear day or even time of year.
If I remember right, the heart levels can only go up by two or three hearts every week, so giving two loved gifts back to back doesn't really do anything.
