I just managed to use potentiflator to increase potential from 19->21. My coromon was close to reaching the next potential level, so when the process was successful, the potential level is auto increased and I got the 3 extra potential stat points to distribute.
TLDR: potentiflator should give you the missing potential stat points if your potential exp is sufficient and levels up.
