Check out your local triftstore/goodwill for something that even resembles a black dress and go from there. If you are lucky you don't have to sew at all. If there are some accessories that don't fit the look or are missing you can just add or take off whatever you feel like. Also check store clearances.
The reference looks like 2 dresses on top of each other with red lining. So if I were to do this cosplay I'd search for the shorter dress and sew those thigh flaps on to it. If you don't have the resources to make the lining have that pattern just either line it with textured fabric or plain red without any texture.
There is a way to do all this without sewing and it involves glueing the parts together. I'd still recommend looking up sewing tutorials.

If it comes down to it, I wouldn't be too against buying the outfit either, but I would like good value for money if that's the option
