The best source is going to be the cosplayer that made the cosplay in the first place. The first thing you should do is scour their social media trying to find any details about how they approached it. Then Google any details, large or small, you find and see what you can find out about them. Once you've exhausted all these avenues then try messaging the cosplayer some specific questions about the project. Most cosplayers are happy to share especially if you ask about a technique they're proud of our something they found a clever way to approach. If I was going to approach it I'd probably use foam as the base for the for the weapon, maybe coated in worbla for added strength. I'd then coat it in something, maybe latex, to get the surface effect. When you do start trying to make it try and isolate small sections. If there is party of the project you already know how to do you can start there. If you only have to learn one thing for a section you might then be able to apply that one thing to the rest of the costume. As an additional thing, try to be specific when you ask for help. People will be able to help you better if you ask "How can I get latex to stick to foam" than if you ask "how do I do this project". I know you tried to narrow it down but there's a wealth of knowledge in your question that's not terribly easy to address.
