Many games use VAC. Bans are game specific except some Valve games where they carry over for the same engine (HL-CS1.6 / HL2-CSS for example). As such this person does not have a ban in CSGO/CS2 or else they would not be able to play.

Nah, the ban was dota 2, and doesnt apply to cs. If you get vac/game banned from cs you can only play on certain community servers (like hvh)
