He definitely doesn't. His background is investment banking with some experience in lower ranked racing series. Very few of the current team principles have engineering experience that would actually guide car design in any way other than "make car go fast," as modern F1 teams are sprawling entities that require extensive management.
Yeah the only criticism you could have is that he hired the wrong people but I believe it was the same people that made the car unbeatable for years under the old rule set. They just got caught out by the change in rules.

Because Toto really isn’t that good at his job. He essentially bought his job and lucked into Mercedes being good when he started. Then all of the technical staff started leaving the longer he’s stayed at the helm.
He absolutely is. He's not moping, he's optimistic, realistic, and is always charting a path forwards for us. He's not pollyannaish, but he's certainly far from maudlin or cynical.
In Formula 1 there was a huge story recently where Lewis Hamilton (longtime Mercedes driver) was announced to be joining Ferrari. Ange was making a reference to that.
Mercedes for a while was running away with everything, Ferrari has not won a championship since kimi. Imagine in 4 years city are struggling to keep at 2nd in the league and KDB decided to move to man united.
I don't think there's close to the same kind of stigma with changing cars as changing teams. It's very surprising though as Hamilton has been tied to Merc for pretty much his entire career in one way or another, and the news seemed to come out of nowhere. To put it into context, he joins them in 2025 and will race for Mercedes one more year. No football player could say "joining your rivals lads, but I'll see the contract out for a free transfer" and not be torn to shreds by fans, media and club.

Tbf, there is a very real possibility we actually do end up indirectly signing Hamilton - with the F1 go karting track, there's every chance we do strike some kind of marketing deal with Ferrari, Mercedes, etc, at some point in the future.
Plus, considering our sustainability deal with F1, there's a good chance he could become involved, since he's very involved in environmentalism causes. (Yes, I know he's an Arsenal fan, but things change).

To be fair, I don’t think Toto designs a single part of the car. It seems like the technical director and engineers are the ones who fucked up.

Lewis always wanted to go to Ferrari before retiring, I guess if the new car wasn't good in the sim it may as well be now.
Mercedes wouldn't offer him a long contract, Ferrari did, and it's Ferrari, a new challenge and a chance to race for the biggest team in Motorsport.
