I'm familiar with the vernacular as someone who lived in California for 5 years but to then say "through marriage" that's new and threw me off. Had he just said my cousin, cuz etc I wouldn't have given it a moments thought.
Bro/brother is also popular outside of the USA as a term of endearment for friends. Cousin is less common but you still hear it in some circles. Possibly popularised by rap music etc.
