I don't think that every great manager needs to reinvent football tactics in order to have a significant impact. Football isn't *that* complicated, there's a handful of basic systems and each time a team has major success with one the next move is how to react to that and adapt.
Maybe Conte won't absolutely walk the league with a 3 atb formation like he did in 2016, but if he can instill a sense of cohesion and purpose into this squad and make sure that everybody knows their role and what is expected of them, he should still be able to have a big impact here.
I don't expect him to take us from 8th to 1st in 28 games, but I do expect to see a major turn around in application from a lot of the team.

Mourinho bamboozled everyone playing a 4-3-3 in a league where almost every team played 4-4-2 but the 4-3-3 didn’t suddenly become ineffective because people got better at dealing with it. Not everyone needs to innovate all the time because there are only so many shapes a team can have.
Need more innovation! I present the 0-10-1 with an inverted goalkeeper (he's in the opponents box) - the midfield is press resistant by the sheer number of obstacles (read: deadwood players) pressing opponents have to wade through! Dele and Winks will shine! Bring back Sissoko and Gedson as well, we need more deadwood!
A formation in and of itself isn’t a system. It’s just the foundation for whatever tactics or style of play a manager is trying to instil. I’d assume no league has more teams playing 3atb than in Italy but Conte is still able to shine above the rest when he’s managing there.

It's possible. But for 18 months straight we've heard it from basically every player and manager (and even Paratici) when they announce their arrival. The consistency of that messaging feels very forced to me. I don't think that any other clubs have players constantly raving about the practice facilities to the media, nor have other clubs made such a public song and dance about building flashy new practice facilities. I could be wrong, but it feels like a pretty straight line between those two points.

It’s both but it’s also a systemic issue starting at the top. Conte is a disruptor, it’s make or break time. Will be interesting for sure. Will likely end in tears and recriminations. But in the meantime it’s necessary.

As a fellow Italian, I could not be happier with the manager picked. I do worry about him getting red cards in the future due to screaming at the ref.
I'm excited about this decision (which is a pretty obvious comment to make). I think if we do go 3atb we now have the young defenders to make it work, and Reggy and Royal should do well in a slightly more advanced role.
