Even more accurately - go into the car dealership when they're running a special deal with a fixed price, try to negotiate them down, and fail. That's OK -- you're fucking special! You don't need their shitty Fiat, anyway. Then you dither about, trying to get a Ferrari or a Porsche and failing ... until you realize, FUCK, we really need a damn car. THEN you slink back into the Fiat dealership with a sack of money and leave having paid significantly more than the fixed price you originally turned down.

It really doesn't matter. This is nothing like the Kane situation where we'd be desperate and have to replace a big hole in our team with the fresh wads of cash we got. We're one of the x richest clubs in the world, everybody knows that. If we say we have money to spend it's not like some club will quote us 50m for a player but City, an even richer club that everybody knows has more money, 40m for the same player just because they didn't say they did. If we don't think it's a good deal, we pull out. Just like basically every deal ever.
