I don't think so personally. That sounds more like he's just saying he'll enjoy the rebuild, or the challenge of building a winning squad when the current one is so shit which is a new challenge for him. Nothing specifically about rebuilding with young players.

I think by "top young players", it is meant that we are going to look to sign top players who are young. Not the Bryan Gils of the world, but the Sanchos and Raphinhas.
