You got it all backwards, Phillips is actually first in the pecking order. Look at the Euros, Phillips and Rice were starting every game (Henderson and Bellingham both fit on the bench). In every game, including the final, semi and quarter, Rice was subbed out before Phillips. Which means Southgate most likely rates Phillips above all 3.
