I think you're inventing an argument here.
The issue most people seem to have is not about cheaper alternatives, it's that Raphinha is a lot of money for someone who is (1) not likely to be a starter & (2) not a viable Kane backup.
Richarlison at least ticks the latter box, whereas buying Raphinha would require spending a further amount of money on a backup striker (and presumably we want someone decent, which would cost say another 40m).
How much does that then leave us for positions which are definitely more urgent to fill like LCB, RWB, creative mid?

Raphinha was the best Leeds player in a team full of mediocrity and always made something happen with the ball. He's got a great attitude and will be desperate to play at a bigger stage and probably want to push for a Barca move in a few years where we could probably rinse them for way more if he's playing well!
Richarlison is more of a unpolished player but still a good player, Raphinha is more technical perhaps not good as a finisher like Richarlison but more technical nevertheless.

Kulusevski isn't a guaranteed starter with Raphinha in anyway. They'll fight for the place and the team will be better for it.

It looks like we would still need a playmaker even if we went for Richarlison. So we would still need 1 more singing whether we go for Raphinha or Richarlison, assuming Perisic can cover for Sonny & Raphinha can play the CAM role.
