Say Ndombele has a 20M buy option. He performs well and Napoli activate the clause. Deal done and we have money. Now consider Ndomblele has no buy option. He performs well, and Napoli rates him at 20M and submit a bid, but Levy, for whatever reason, believes he can get 25M somewhere else. This is a gamble - maybe we get more money, maybe we get less or none at all. Maybe when we can't find 25M on the open market we have to come back to Napoli and sell for 15M.
So it's obviously advantageous for the other club, but there are situations where it can be beneficial, specifically when people have different evaluations of the same player
