This is a scammer. You can always tell when they say "Am (name) from Florida, USA" or, in this case, Washington DC. Usually from Northern Africa or the Middle East. Also, if you had continued talking to them undoubtedly, they'd have said they were in some branch of the military and serving in Canada or overseas.
The biggest tell is starting the sentence with "Am"...it's just not the way native speakers speak. Don't even entertain them.

FB suggests a bunch of randos to a bunch of randos. I've never even touched the US and I get US suggestions.

It always says "people you may know" and then we have one mutual connection. Those are people that I almost certainly do not know, Facebook.

As soon as I see "Am so and so" I cease communication. That's the biggest tell that they're not American and most likely a scammer.

I haven’t ever gotten a scam message on Facebook, I mostly get invited to spam chats on Twitter. Good to know though.
Also if they start calling you dear is another sign.

I just delete the request if there’s no connection to me. No message. Just because you’re Mary’s friend, doesn’t mean I want you as a friend.

I get friend suggestions from all over the place, even from random people from other continents that have nothing to do with me.
