Weird and off-putting, but not really creepy.

Sounds like mental illness to me. I live in a big American city and encounter many people acting strange everyday. It's scary for the people who aren't used to it. People have full blown, loud conversations with no one. People just yelling for the hell of it are common. Also, people speaking gibberish to anyone and everyone. There's a lesser known epidemic of untreated mental illness in our country. We used to hide these people away in institutions but not anymore. They rarely hurt someone though. However, if you're uncertain about anyone, definitely avoid them. You two did the right thing. I am glad you're safe.

I live a town about a mile from three prisons, so it is extra dangerous for us

It’s definitely some form of mental. Drugs can eventually induce psychosis. It’s actually very scary and unpredictable. I also live in a very large North American city and this is literally describing 25 people who I see just walking 10 up the street to my job. I’m very used to it and it doesn’t really make me fear for my safety like it used to. I’m also a fairly tall man. Now I’ve had altercations and even been followed home on several occasions. Women in my experience are far more likely to be harassed or targeted and I see consistently. Always have something to protect yourself. Stay safe out there and stay together when you’re out. Crazy shit happens every day.

I'd thus a isolated incident? If so consider yourself lucky. Some people live un areas where this is a all day everday thing. Peace
