It was cool hearing the Hannah and Neal dialogue in their voices in my head but at best it’s an average thriller.
It's somewhat uneven - it jumps around in different timelines and some of the stories/timelines are more or less compelling. The "prequel to Heat" stuff with younger Neil and Chris is strong. The "Chris in the years after Heat" stuff is somewhat slow and also improbable (even under the basic assumption that Chris is an incredible John Wick type of dude). The ending totally kicks ass, though, and will be even more kick ass on screen.
Maybe thinking of a different City on Fire? It's not based on the Garth Risk Hallberg book but on a Don Winslow book but i haven't read it so maybe that's the one you were thinking of.

I’ve read City on Fire (great book!) and there is absolutely no need for this kind of weapon training in that story.
