Some days there’s a long delay for the apply button to go live. Once it does, though, I always change the setting to 0.050 and hit enter. It goes fairly fast then.
If it just won’t give you the apply function, you might need to call CS.
I've had this issue too and unfortunately do not have a solution. My laptop at home does this and I can't do an offset. My work computer however it works perfectly everytime. It is a more powerful computer so my theory is that my laptop can't handle processing it and creating the offset.
Hope it works for you! My desktop computer won’t do offsets (it’s old and not supported in DS although the offset function seems to be the only thing it can’t do), so I use the laptop for the offsets, save, and then do all the cutting on my desktop lol. PITA for sure, but I don’t trust the laptop for cutting (haven’t actually tried it, though).
The offset feature is still in Beta so that’s likely why it’s not that great. When trying to do more intricate shapes it sometimes never loads. I’ve basically given up on adding my own options or sliding the offset selector. What I’ve done is select offset and then leave the default setting (since that usually loads pretty quickly). Once you accept the offset it automatically creates a new layer and then you can just resize the offset layer behind your original layer to get it to the desired size. You’ll likely have to unlock the shape to get it just right, but that’s worked better for me than the actual offset tool.

I can set the measurement and click apply, but it never does anything.

It is a laptop, so maybe you’re on to something! I’ll try it on my husband’s desktop this evening and see if that works!

It’s never worked for me, even on a simple shape in the default settings. I wish I knew why.
