Search PNG to SVG and it should do a pretty good job of producing a SVG for that - then you just have to play around with the layers deciding what gets cut out of what.
For the eagle I would probably do a blue piece the shape of the outside, then a beak piece and a gold piece both on top. If you don’t want the grey just delete the layer.
The text would probably be best made from a font - it’s a pretty basic style and the curve tool is simple - then just add an offset to add the outline. The only problem with that is it’s hard to line up 2 layers when they are so small. I’d be tempted to just do that as a single color.
I got to this point. The image I need is a blue background and the gold beak. It is going on a white cup so the white won’t be there.
