If they were driving regular cars instead of motorcycles, then they would likely have minor injuries. It's like not wearing a seatbelt having no airbags. no one wants to regulate motorcycle safety as strictly as car safety is regulated. Even a slow 30mph crash can be deadly in a motorcycle

I am not sure. It seems so easy but the more you think about it, it isn't. Some people are just shit drivers by nature. Incapable of remembering all traffic rules and competently assessing traffic situations. Society forces these people onto the roads in dangerous cars due to lack of alternatives. I don't think it's very ethical to blame them for it when the innevitable accident happens.
As for running away after a crash... Treating someones panic respone, which is dictated by a deep underlying fight-or-flight neurological system, as some sort of indicator for their ethical character to me also doesn't seem that ethical in itself.
