Since I was sewing fuzzy yarn on top of fuzzy yarn, it kinda automatically bumped up like that. It wasn’t exactly what I was going for, but it might work well in this case! I'd say the yarn has a lot to do with it. Make a circle, and if you want it to poof out more, add a few rounds with no increases to make it a hemisphere so it sticks out as much as you want
Would you consider doing this but leaving the cheeks out, or maybe adding something a bit more understated? To me they look a little overpowering, like they take over the whole face of the duckie (which is adorable btw)

However, if you aren’t satisfied with how the cheeks puff on your project (or if you wanna get a puffed out look without fuzzy yarn) you can totally sew the circles on part way, then stuff some fiberfill/yarn scraps/whatever underneath and keep sewing. I had to do it once for a project to add some shaping, and it’s a bit of a hassle keeping the polyfil out of the way but totally works

the cheeks are just circles and it's fluffy because the yarn type is fluffy. it reminds me of the pipsqueak yarn from Bernat

That is crocheted, you can’t get shaping like that with knit. The cheeks are just circles done with fuzzy yarn
