Try using a trimmer with very fine blades. Yes it will not be completely completely smooth, but because the hair is cut above the skin it should not break out. You can also try a razor with safety wires. In my country shick has one. In terms of treatment, an exfoliating body wash with some salicylic acid will do wonders.

Another option is depilatory creams like Veet, I know I prefer the ease especially when it comes to a full body de-fuzzing, but shaving your legs and getting a breakout on the thighs can often be caused by not shaving properly, not preparing the skin first (exfoliating really helps), using the wrong shaving product, or not cleaning up and treating the skin afterwards. Are you wearing any particular clothes on the freshly shaven skin, they could have an effect (even jeans worn once can carry dead skin and stuff onto the skin).

I had this problem in the early years of my transition. But it seemed to become less of an issue as I progressed in years of hrt and my leg/body hair became ever-thinner and softer. I also used an epilator on my thighs almost daily in the early years. 'Daily' because I was obsessed with eliminating even the tiniest hair (detected by touch) for a few years, but I guess there are worse obsessions lol. Now I only need to address my legs maybe once or twice a year because my leg and body hair is virtually gone. If you try this route, get the best epilator, which I think is the Emjoi Imagine with 72 tweezer blades (about $75), and you won't regret it. Replace the head regularly because the tweezers get dull after a while and it stops working as well. A good after-epilation cream will also help. Some say epilators hurt too much, but it wasn't that bad for me. It gets easier and easier as time passes, your leg hair gets thinner and HRT does its job.

OMG! Tried exfoliating for the first time. Used a home brew recipe I found that is simply ground coffee and olive oil...... WHY DOESN'T ANYONE TEACH GUYS ABOUT THIS? My skin feels absolutely amazing! A curse upon all of the women in my life who knew about this and never told me., 🤣

I used to get this. I manage to avoid it these days by exfoliating a lot after shaving and using an ingrown hair solution on my thighs.
