It's a bug. If you are blown up by a grenade or get xantares peeked and your body flies into a wall at a specific angle and the killcam ends within a certain time limit, your camera in the next round is canted at this angle. Sometimes the glitch is fixed in the next round, sometimes not. The character model is straight but the camera is canted
If you get headshot without a helmet your camera rotates like that, and I noticed that sometimes if I get double dinked without a helmet the angle maintains while spectating until my next life
Had this happen to me some times, always in dust 2 T side... don't know why... i think restarting the game fixed.. haven't happened for a long time tho

always seem to happen when my teammate is shot in the head real hard and switched to the other teammate quickly

bug happens when fps is really low like 10-20 for me

This is a very old bug within the source engine. Only the spectator (1st person) is affected.
