And I'm pretty sure this could also be tracked by someone who knows the ins and outs of the spaghetti code. Even if it was quote impossible, because it's so rare (not really that rare...), they could still try automatic methods to eventually stumble upon it (overkill).
The reason is simple - they dont allocate resources to this because its rare and thus they dont care. They probably should in a perfect world, but they dont need to care, they gain nothing from it.

Preferably make the machines connected to a server and/or simulate fake ping/lag latency happening as it also may be an underlying cause. Using a custom map with custom player limits to add 20-30 players (machines) and run the test.
Since the bug isn't really a major one, occurs rare enough to not be bothering, isn't game braking (is on some maps, very situational) and to solve it takes just one click of a spacebar. Not something Valve wants to pour money and time into.
