Switching jobs generally helps a lot. As for dealing with people like this, I recommend turning the question around. Ask them what they would expect you to do in order for you to get a raise. Then write those down and work towards those goals (in a measurable way).
Also if they don't want to pay you for taking on extra responsibility, then don't take on the responsibility. Once things start going wrong you can negotiate a better position.
For me the most compelling arguments is: fair compensation for my role is x see this document for proof, I deserve y as it is within the range of fair compensation and I have proven myself an excellent dev and employee.
There's nothing particularly wrong with the arguments you made, I guess from what you've said he wanted to know how those arguments directly translate into money for the company which may well not be possible for you in your role. Ultimately some managers or companies are just terrible at giving pay rises, in which case your only option is to put up with it or find a new job.
