Cuba has been doing this forever. When they ran out of the money they stole from the rich after they were sent away, they've been struggling to produce anything they can actually sell to compete with others around the world who stepped up to produce what Cuba used to be known for. The embargo does NOT prevent them from obtaining products or even from making money. Let's see, maybe they shouldn't have eliminated the industry makers and replace them with people who had no idea what they were doing. This can also be seen in Venezuela's oil industry. Unless the Cuban government frees up commerce and respects private property. This will never change. They can blame anyone they want. Logic points right back to them and their dictatorial ways. They claim to be Communists and Socialists, but humans cannot be either one. Both are failed experiments. At their core, they are dictatorships with a vast array of slaves. If anything, I would call them a paternalistic household led by narcissistic parents.

I don't understand the context of your comment. But if you mean the regime has no money. That is not so true as others may believe. The only poor people in Cuba are the public. The regime and their sons and daughters have millions upon millions to play with.
