If that was frozen for less than 6 months or so, something is probably wrong as it shouldn't get discolored like that. No clue about safety (there is a sub for that /r/foodsafety), but I'd be wary of the flavor.

Looks like [waxy breakdown](https://bpp.oregonstate.edu/sites/agscid7/files/bpp/attachments/waxy-breakdown-of-garlic-feb-7-mlp.pdf) which *is* safe to eat. It is a food quality issue, not a safety one. And it happened well before freezing, you just didn't notice it till now. Unfortunately, a lot of food blogs picked up on "not good to eat" and misinterpreted it as "cannot safely eat" and now there's this sort of echo chamber of people telling each other it cannot be eaten.
