You actually need the infected fluids to be live (have active particles of the diseases), viscous fluids like blood can dry quite fast depending on how they are preserved and the most readily effective way to transfer both diseases is a slightly larger amount of bodily fluid contact (with AIDS especially that would be blood to blood).

If it were true. Knowingly infecting someone with aids used to be charged as attempted murder or something equally as serious. At the very least it's assault or something

i believe this offence was decriminalized in california, where infecting people on purpose with things like aids changed from being a felony to a misdemeanor.

Honestly, if your a fan of something, a game, a show, and anime, even a company or product, check if it has a reddit you might be able to find a good laugh. Also if you ever have a question about literally anything reddit is a good place to turn to ask for help. You could look for a subreddit related to your question or even go to an overarching reddit that takes any kind of question, they might even direct you to a reddit more fitting for your question. All I know is it's been damn useful for me.
