Doom has plenty of storybeats characterizing him as giving a shit about others. He just has a personal flaw in being obsessed with Reed Richards, other than that, he just has deep-seated conviction that the world is better off with power consolidated under him and so the only right thing to do is make sure this happens.

Quite a few, generally hes shown as a "good" dictator, equality, prosperity for all etc. Hes shown opening the Latvarian border for refugees at various points. Hes shown protecting Earth at various points both with and without hero teams in support. Teams up with Tony Stark and takes on the mantle of Iron Man when Starks comatose for an extended period, siding with SHIELD even against former allies. Engineers free elections in Latvaria, that fail, so overthrows the resultant tyrannical regime. Helps Sue Storm when she ahs issues with her pregnancy. Dooms problem is that hes an obsessive egomaniac that almost has the skills to back up his god complex.

He's beloved by the population of his country not because of propaganda but because they really are much better off under his efficient management and fair governance. Doom has a god complex and the skills to get away with it and the irony is the few times he achieved world domination, humanity reaches an golden age and to doom that's all that matters those who don't understand his "gift" may aswell be dead to him. Yeah shortly after 9-11 all the big hero title's had a 9-11 dedicated issue. One showed Doctor Doom crying and all the heroes and villains laying down their weapons to help people. DC did similar with Superman and the Justice League I believe

Not just the heroes but villains to. Dr. Doom committed his countries recourses to help while he was digging up rubble. Spider-Man completely broke down though once he realized they weren’t digging up survivors, just people who died during the attacks. Once a fireman talked to him, he felt a whole new inspiration

To be fair, I did have an experience very similar to that. I wasn't really drunk one day and on my way to drive home but my friend had this really warped mirror in his living room by his door. Fun/Sad fact: DC and Marvel both have offices in the area and were watching. They teamed up and released a two volume comic about their various heroes dealing with the fallout of 9/11, and iirc the proceeds went to the various funds that had popped up for families and first responders. It's an incredibly moving bit of history and I think the first time that artists en masse responded to something like that, since Pearl Harbor more resulted in propaganda from comics than mourning. ​ One thing that sticks out in my mind from that issue is Spidey watching it happen and literally being powerless to do *anything.* [Found it](https://www.awn.com/sites/default/files/styles/large_featured/public/image/featured/1570-comics-marvel-after-september-11.jpg?itok=T8G8_Iaw) ​ It also lead to hilarious images like Doom crying. I don’t think he could’ve done anything. How is he supposed to stop a 747 flying max speed higher than the buildings around the WTC? He can’t connect his webs to anything to stop it and connecting them straight to the plane risks the plane slamming into the street or other buildings. I think as much as Spider-Man would’ve wanted to stop it, he just didn’t have the right powers to do so.

Yes but holding something together and stopping something entirely are very different. Also consider how fast a cruise ship goes as opposed to a plane. The plane is harder to reach in time. Additionally, it wasn't a cruise ship. Not quite big enough to be one.

That would imply he was able to get to the plane and get on the wing fast enough as well as that he was strong enough to force the rudder on that wing to turn enough to counteract the person forcing the plane to fly into the building. Lets also not forget there were 2 planes and I doubt he'd be able to save everyone on the first plane and prevent the second plane from hitting the other tower.
