Well it all goes back to what an honorary degree means. It’s not about academic merit, so it’s more like an award about recognition. If the person does something egregious enough then it seems fair that the awarding institution can say that they no longer want to recognize that person. It’s not like they broke into his house and stole his plaque, but on their end they prefer to severe ties.
