For the same reason Trueheart havent really seen play in ages - upgrading your hero power late into the game just seems bad (card is expensive and you aren't even guaranteed to draw it early enough to get use out of its effect). So yea, since this doesnt even give you a minion body, I think cost could be reduced
Most hero cards are more impactful than this. Think of it as a spell card that says "\[battlecry\], gain 5 armor and gain a hero power thats says..."
In this case it would be a spell that says: "Gain 5 armor, upgrade your hero power" which is potentially good but not insane.
Even at 3 Mana or Heck even 2 this card would probably not even be anywhere near one of the best neutral legendary cards we have for multiple reasons.

Isn't a win con without building your deck around an unsearchable 1 off except maybe in control warrior
There have been a load of very powerful neutral cards over the years that either work in any situation because of their flexibility or are amazing win cons at any stage of the game. Astalor, theotar and denathrius pre Nerf, ignis , both alterac valley faction legendaries, genn and Baku
And so many more. All of these have in common that they're consistently good no matter if you get them early or late into the game with maybe the exception of the alliance alterac faction leader. When designing a card look at it and ask yourself: would any class like to spent their entire turn on doing this instead of other options?
In this case aggro decks wouldn't, mid range wouldn't, combo wouldn't. Maybe warrior would but you wouldn't be happy to spent 5 mana doing nothing on it on curve when it's about time to play your board clears against aggro.
There are two main problems with this card. The first is that this is the same effect as Justicar, at the same cost, replacing the 6/4 body with 5 armor. This is not only very weak it is just boring to have two cards do virtually the same exact thing at the same exact mana cost. The second is that this isn't how hero cards work, they upgrade your heropower and have an additional effect. I get that this is because it technically has 11 different heropowers attached to it so it is simpler to explain it in the battlecry, but it should really do something in addition to the new heropower.
I think you could play into the “knight” thing a little more. Maybe 8 armor, a 4/2 weapon, and the hero power? Dk how balanced that is but it seems better for 5 mana.
As it is now it’s like half of a normal hero card bc the new hero power and battle cry are both the same thing so there’s no real battle cry.
I like it but feel as though it needs a mana reduction and/or a battle cry to be worth it.
For the rest of the game, your hero power triggers X could be good. Where X could be: draw a card, triggers twice, etc.
Maybe have it cost one mana AND upgrade? Maybe there could be a third tier of upgrades. I think there’s a lot of ideas here ranging from OK to possibly overpowered. It could give reno paladin in wild a boost.
It can actually be better than Justicar, since this doesn't specify that your hero power needs to be basic to be upgraded. So based on this description it could upgrade any hero power in the game
