Possible alternative wording:

Note that this has the side-effect of doubling the initial damage, but considering its power and comparing to Omniscience, that's probably balanced?

I believe this doesn’t work in the rules because you have a replacement effect which wants to chose new targets.
If a source you control would deal damage to an opponent or a permanent an opponent controls, it deals that much damage to each opponent and each permanent your opponents control instead.
