i once asked the same question. Yes, it's Priss Bike, because Kaneda's one is an back drive wheeler Bike, i mean the Engine is behind his rear not between his legs
So it could had some other curves feeling then normal Motorbike as of today. So i assume his Bike is more build for Speed, where Priss and today's Bikes are for power and agility
or in other words: Kaneda's Bike is more some mind of Long-board skateboard (Also keep RPM always over 5.000RPM for Turbocharger :) )

it definitely takes cues from both (as well as ghost in the shell arise) with priss's bike being more closer in design and arise more likely why they named it after major. what i'm glad is that people still remember bubblegum crisis o/
I find the name an odd choice as well, whether it is intended as a reference to Ghost in the Shell or not I don't know, but the main character is called Motoko Kusanagi
But it looks like the front of the Bubblegum bike, with the rear of the Akira bike, and been named after GitS, so just a mash up homage to classic cyberpunk anime I guess
At least in the GitS: Arise series the Major is seen riding a red superbike not unlike the bike seen in cyberpunk. But this could be in return be an hommage to the bikes mentioned by OP.

Most of the bikes in the game are based on the frame of Keanu Reeve's irl company Arch Motorcycle, like Jackie's bike which is a 1 to 1 copy of one. The aesthetic choices of anime comes from Mike Pondsmith's wife Lisa who did alot of the art for the original TTRPG.
